Over the years, with a view to implementing the Environmental Protection Law of the People’s Republic of China, Inner Mongolia Xingye Mining Co., Ltd. (hereinafter referred to as the Company), together with its subordinates, has been engaged in strengthening environmental protection efforts, cutting down or refraining from any damage or pollution it may make to the natural ecology, and exploiting and making a comprehensive use of the natural resources in a scientific manner. In protecting the environment and the natural resources, the Company adheres to the principle of “laying equal stress on the conservation & proliferation of the natural resources in exploitationand utilization”, while in the aspect of the responsibility for such action, it insists on the “polluter pays” principle, trying hard to practice its social duty of environmental protection.
----Eco-promise, policy, task and object
I. Adopt an eco-promise system
In order to practically carry out the protection and improvement of both the production and ecological environment, and to eliminate or alleviate the adverse effect on the environment exerted by companies during their production and operation activities, the Company’s wholly-owned and partly-owned subsidiaries have each submitted a letter of eco-promise made by its general manager to local environmental administrative authorities; the letter included such main content as follows:
(I) The Company commits itself to strictly abiding by the applicable national environmental protection laws, regulations and norms;
(II) Rigidly carrying out the limitations on total quantity of pollutant and “three wastes” discharge; controlling the pollution and continuously improving the environmental quality;
(III) Preferentially choosing the production and processing equipment which satisfied the environmental requirement, and insisting on cleaner and lower-carbon production;
(IV) Exploiting and using the natural resources in a scientific and reasonable way, and conducting comprehensive treatment and utilization of the “three wastes”.
II. Environmental policy
Putting the prevention in the first place, integrating prevention with treatment, and adopting comprehensive treatment methods.
III. Environmental tasks
Main tasks assumed by mine companies in order to protect the environment include positively advocating cleaner production, developing recycling economy, striving to make sure that the mineral resources are more intensified, mining methods more environment-protective, production process much cleaner, and the management of environmental protection and pit closure area more systemized, so as to facilitate the harmonious development between mineral economy and the ecological environment.
IV. Environmental objectives
(I) Total quantity of pollutant discharge is strictly controlled and the “three wastes” emissions are limited within the specified range;
(II) Environmental pollution accident can be avoided;
(III) Solid and liquid wastes achieve “zero” discharge.
----Structure of environmental management organization
The Company specially designates a deputy general manager in charge of the environmental protection responsible for all the issues concerning environmental management, including examining and verifying the environmental protection management system, technical regulations, technical measure plan and long-term plan, and the rectified technical measure for environmental protection; promoting and applying the new techniques and technologies in terms of environmental safety measures; guiding and organizing environmental inspection on construction site on a regular or irregular basis, and once any important environmental factors fail to conform to applicable regulations, developing a countermeasure in a timely manner and ensuring that the unconformity will be improved and treated within a stated time; and presiding over regular meetings to study and arrange the environmental protection work in an all-around way and to coordinate and solve major environmental problems. The Company establishes a security environmental protection department which is mainly responsible for: giving guidance to the enterprises in establishing an emergency warning mechanism and formulating environmental emergency plan, and organizing top management to attend environmental training and examination; instructing the enterprise to control its annual quality of pollutant discharge within the specified range in accordance with national environmental norms as well as the emission limitations on “three wastes” made by relevant government departments; organizing inspections on the usage of environmental facilities, the emission of “three wastes”, the environmental conditions of the enterprise during its production process, so as to making sure that all environmental facilities work well and that all pollution treatment measures are practically implemented (such inspections should be focused on the environmental treatment of tailings ponds, hole mouths of closed pits, and open-air slopes); when the company is carrying out construction, expansion, or reconstruction of a project, giving guidance to the company in evaluating and conducting acceptance inspection on environmentally protective facilities according to the “Three Simultaneousness” System; supervising the affiliated companies and making sure that it is able to carry out environmental rectification and to use the environmental fund for its specified purpose only; and organizing the investigation, analysis, disposal of ordinary environmental accidents and assisting the specially designated deputy general manager in charge of environmental management in dealing with some major accidents. A security environmental management mode including three hierarchical levels each of which is provided with professional managers is adopted across the Company to its affiliated mine companies, forming a top-down environmental management system with clear hierarchies.
----Review of cleaner production
By the end of 2011, all of the five mine companies affiliated to the Company, namely, Xilin, Rongguan, Juyuan, Fusheng, and Chuyuan, had their cleaner production work reviewed and passed the examination and acceptance inspection of the Environmental Protection Bureau of the Inner Mongolia Autonomous Region. At the same time, the above-mentioned five companies each have one to two staff who obtained the autonomous region level “reviewer for cleaner production” certificate.
----Education and training on environmental protection
All affiliated companies of the Company have promoted the environmental protection knowledge among their managerial staff and workers in accordance with the environmental policy, so as to raise the employees’ environmental awareness through education. Environmental protection departments of such companies also systematically learn knowledge and attend trainings concerning environmental protection according to the education and training plan. The main content of such learning and training includes environmental policy, environment treatment measure, responsibility to protect environment, as well as the advance experience of other relevant units. In 2011 and 2012, the Company and its affiliated companies have voluntarily attended the training on environmental protection and energy conservation which was organized by the environmental protection department of Inner Mongolia Autonomous Region and Chifeng City.
----Achievements made in the process of environmental protection and cleaner production
From 2011 to 2012, through increasing its input into pollution prevention and emission reduction, and laying more emphasis on the management of mining site and the standardization of hazardous wastes, the Company has had its environmental facilities further improved and completed, pollution prevention effect further enhanced, pollutant discharge effectively controlled, and till now there is no pollution incident.
----Compliance with environmental laws and regulations
I. Compliance with the Environmental Impact Assessment and the “Three Simultaneousness” System
All of the Company’s new construction, reconstruction, and expansion projects were carried out by strictly adhering to the Environmental Impact Assessment and the principle of “environmental facilities shall be designed, constructed, and put into use at the same time as the main work”, and all of such projects have passed the acceptance inspection by relevant environmental departments. Some examples are 300-ton-per-day expansion project of Rongguan Mining’s tailings pond, and the 1500-ton-per-day reconstruction project of Xilin Mining’s tailings pond.
II. Compliance with limitations on pollutant discharge
In 2012, all affiliated companies have passed the examination and annual inspection carried out by local environmental departments, and the Rongguan Mining and the Xilin Mining in the East Ujimqin Banner of Xilin Gol League, the Fusheng Mining and the Juyuan Mining in the Baarin Right Banner of Chifeng City, have all satisfied the limitations on pollutant discharge stipulated by local environmental department at the beginning of the year.
III. The disposal of ordinary industrial solid wastes
Main industrial wastes produced by the production subsidiaries include down-hole deads, waste residues, beneficiation wastewater, wastewater in the pit, and sanitary wastewater and garbage, etc. Thanks to such subsidiaries’ strict management, division of responsibilities, and the adoption of cleaner production and comprehensive utilization, till now there is no such phenomenon as industrial solid wastes pollute the grasslands, industrial site, or dwelling environment. To this end, those subsidiaries have been adopting such methods as: discharging the wastewater in the pit into a tank above ground or a head tank through dedicated pipes, where such water was used to produce pressure for down-hole operation, or discharging it to a tailings pond where it can be circularly used as beneficiation water; using wellhead deads and residues to build wellhead platform foundation or as aggregates or the under layer of texture foundation, with the minor part left around the wellhead for use at any time; and collecting the household garbage which may be transported to the waste yard for disposal.
IV. Accomplishment of the emission-reduction tas
Upon examination and detection by relevant environmental departments, it was found that the total quantity of pollutant discharge by each affiliated company of the Company was within the limit specified by local environmental department and such quantity was decreasing year by year according to the requirement.
V. Payment of pollution discharge fees
All affiliated companies of the Company have timely paid the pollution discharge fees in full, without default of payment.
VI. Management of environmental emergencies
(I) Each affiliated company has a special organization for the management of environmental emergencies, headed by general manager, with deputy general manager as its vice team leader, and relevant staff as its members. The organization is functionally divided into several teams which respectively specialize in such aspects as communication, rescue, material support, logistics, medical treatment, and information release, etc.;
(II) Each affiliated company has formulated a pre-arranged plan for emergency rescue and evaluated the plan immediately upon a drill of it in order to improve or rectify deficient items of the plan. The plan would be amended once a year and filed with local environmental department;
(III) Each affiliated company has established an early warning mechanism for emergency rescue which included a communication and command center and the on-line monitoring of tailings pond, etc. In case of an incident, the emergency plan program shall be started immediately. After the rescue, the work summary and assessment shall be made timely, so as to further improve the emergency rescue plan.
