Inner Mongolia Xingye Mining Co., Ltd. always adheres to the “safe development” concept, insists on the “safety first, prevention-orientation and comprehensive management” approach, and abides by the principle of “the person in charge being responsible”, and “being responsible for both production and safety”. Based on national “Law on Safety in Production”, “Law on Safety in Mine”, “Law on Emergency Response”, “Metal And Nonmetal Mine Safety Regulations” and other laws and regulations and relevant regulations, the company has established safe production management agencies, and improved the safety management system, made clear safety management responsibilities and improved the emergency rescue system. In 2012 the company hired Alliance PKU Management Consultants Ltd. to standardize safety management processes and systems, and implemented trace management mode.
The Company has established safety education and training system, prepared the “Safety Education Training Program”, safety education video materials, and conducted the initial shooting; conducted training for senior management of enterprises on security laws and regulations, basic knowledge on safety, conducted the training on “three-level” safety education, operation procedures for the staff on the job, with qualified staff in safety education achieving 100%; those engaged in special type of work shall take employment with certificates after training and examinations. Through various forms of safety training, the company continuously improves the safety awareness of employees, corrects attitudes on safe production, enables them to understand the production process and safety knowledge, and improve the safe operation skills, enables practitioners consciously to abide by safe production regulations and safe technical operation procedures, and ensure safety in production.
In order to ensure to achieve the overall goal of safety in production in 2013, the company headquarters invited two distinguished teachers from Chifeng City Safety Supervision Administration System on February 17, and carried out a safety education and training for the staff above deputy general manager of corporate headquarters and its subordinate totaling more than 56 people before the resumption of work, and the training lasted for a period of two days. Training contents include: the latest knowledge of national security laws and regulations concerning production, the basics of safety management, analysis and answer of safety technical knowledge and the accident cases, and finally conducted the exams for all the trainers. At the same time, the Xingye Mining headquarters made the layout of the preparation for affiliated companies before the resumption of work and conducted a comprehensive inspection.
----Establish a sound security organization
The deputy general manger in charge of the safety shall lead the overall safety management work of the company, the company’s safety and environmental protection shall provide guidance and supervision of the safety management work of affiliated companies. The responsible persons of the affiliated companies are the first responsible persons for the unit’s safe production. The deputy general manger in charge of the safety shall be specifically responsible for the daily security management of the enterprise. The enterprise shall establish a safety production committee, set up Department (Division) of Safety & Environmental Protection, with the specific implementation of the security system, safe training and education, safety inspection, troubleshooting, and other daily management; and the related production, equipment, technology and other offices shall implement the safety responsibility system of “one post with double duties”; the wellhead (workshop) shall establish a team, form the four-level security management network from top to bottom, and implement the safety management model covering the edge in the horizontal direction and the end in the vertical direction.
----Security check and troubleshooting
The company has established a strict safety inspection system, Safety & Environmental Protection Department shall carry out 1-2 safety checks for the affiliated mining enterprises monthly; before the examination, it is required to develop inspection plans or programs. For the various checks, it is required to establish a detailed registration form, record inspection time and discovered hidden dangers, rectification time limit, the responsible person for rectification, corrective measures, and review of the rectification. For the identified risks, registration shall be made, and a rectification notice shall be issued. The Safety & Environmental Protection Department at the headquarters shall supervise the implementation of rectification. The main form of security checks includes monthly checks, seasonal checks, special checks, comprehensive checks; examination content includes: checking the scene, potential hazards, rectification, system, and thought. The safety inspection shall be conducted at the production front line, workshop, team, checking whether, in the production process, organization and management, working conditions, working environment, production equipment and the corresponding safety and sanitation and personnel operation behavior are in compliance with safety regulations requirements. Mining enterprises, on the basis of troubleshooting, shall develop major hazards investigation, evaluation and rectification system, conduct the investigation, evaluation and rectification for the major risks strictly according to the system requirements. Based on safety inspection system, a strict on-site inspection system shall be formulated for the mine, enhance on-site safety management, and the on-site inspections shall be conducted at every working face, workshop, and team, so as to eliminate hidden dangers in the bud.
----Safety Management for Dangerous Chemicals
According to the relevant provisions of the management of dangerous chemicals, the company’s affiliated company such as the mine, smelter, concentrating mill have established and improved a strict safety management system for the applications, transport, storage, use and management of easily produced poison, application, transport, storage, use and management of civilian explosive materials (explosives, detonating tube, blasting equipment), and was strictly enforced in the management. The affiliated companies have designated a specific person for managing such easily produced poison and civilian explosive materials. The company has established a management system which requiring the double door, double locks, putting in storage by two people, delivering by two people, keeping on-duty by two people. The Company has also established the acoustical-optical, communications early warning systems. In 2012, according to the requirements of Inner Mongolia Public Security Bureau, explosives warehouses were all installed with anti-static rubber sheet, with explosion-proof cabinets installed inside and anti-explosion mound and thunder explosion device installed outside. The mines employ qualified units to conduct a safety assessment for explosives warehouse system annually.
----Safety Management for Security Hedge “Six Systems”
According to nonmetal mine safety hedge system construction requirements of State Administration of Work Safety, safety supervision departments at all levels of government, the company’s affiliated mining enterprises have installed with Security Hedge “Six Systems” and maintained normal use, established and improved the “Six Systems” managing files. Mining enterprises have assigned the specific person for managing the “six systems”, established a duty management system, troubleshooting system, maintenance system, etc., including the use and management of the “six systems” into the enterprise’s early warning system management.
----Labor protection supplies management
According to the relevant provisions of the State Production Safety Law, Labor Law, Labor Protection Products Management Approach, the affiliated company provide with a general labor protection articles and special labor protection supplies for practitioners based on job requirements, and strengthen the use and management of labor protection products in the production process, educate practitioners to wear and use properly, and establish the stand book for labor protection products use. The special labor protection supplies security identity management is implemented for special labor protection supplies, and the special labor protection supplies with no security identification are prohibited from use. The company also established and improved the logo file for labor protection supplies of special equipment.
----Hazard control and management
The affiliated mining enterprises shall conduct hazard identification and risk assessment for the production equipment and sites used in mines. As to the lifting equipment, wire rope, air compressor, drainage equipment, main fan, etc. under use, it is required to conduct regular test according to the time for safety testing requirements. The substandard equipment is prohibited from use until rectification is completed and re-examination is made. According to major hazard management regulations, the enterprise shall make the division, distinction, identification of the major hazards, and conduct regular assessments for such major hazard, establish major hazard management files. The affiliated mining enterprises shall list tailings ponds above level-III in the major hazard, and a triennial security situation assessment and evaluation shall be made; every three years, the company shall hire qualified units to conduct a safety standardization assessment. The corporate self-correction assessment shall be made once every year.
----Occupational hazard prevention and management
Mining enterprises, smelting enterprises have established occupational hazard management agencies, equipped with a full-time management of occupational hazards, developed occupational hazard prevention plans, measures and programs and occupational hazard management system. In the early prevention of occupational hazards management, according to the National Occupational hazard management regulations, enterprises are required to make timely reporting of occupational hazards. Occupational hazards safety facilities are designed, constructed, and put into production and use at the same time with the main project, and fulfill the “three simultaneousness” assessment, acceptance procedures. The regular monitoring of occupational hazards at the production sites shall be made, the occupational hazards informing system shall be implemented in industrial establishments.
----Emergency Response Management
The affiliated companies established emergency rescue early warning mechanism according to the early warning system, the underground of affiliated mining companies have been installed with personnel positioning systems, communications systems, toxic gas monitoring and control system; underground working scene is able to reflect in time to the central control room above the ground through the photoelectric signal. Mining companies have prepared comprehensive emergency rescue plan, special emergency rescue plans, and on-site disposal program, set up general manager as the team leader, the leaders in charge of the emergency rescue as deputy head of the emergency rescue organization, with overall responsibility for the accident rescue headquarters operations. Each company conducts the emergency drill every six months; after the exercise, the evaluation summary is made, making timely rectification for the exposed to-be-rectified items, to-be-improved items. The drilling units and participating units shall send a specific person for supervision and inspection at the required time, so as to ensure the completion of the rectification. The company has a level-three qualified mine rescue squadron; squadron equipment, personal equipment are complete and reliable, with 30 full-time and part-time team members, all of whom are key personnel engaged in technology, production for many years. Meanwhile, the company and other nonmetal mines nearby have signed the emergency rescue agreements, they can provide the community with technical and emergency rescue services at any time.
----Appraisal and reward or punishment
Safety work shall practice “one-vote veto” system: that is the units with the security incidents above the general level shall remove responsible units and responsible persons (including executive director / general manager, deputy general manager in charge of safety, chief and deputy leaders in the division, department supervisor) of the qualification of participating in the safety advanced units or persons. Those meeting one of the following conditions may be granted a one-time bonus:
(I) The units which fully implement the safety responsibility objectives, with safety indicators all meeting the standards, and obtain the excellent results after the evaluation;
(II) The units or individuals achieving outstanding results in a special safety campaign
(III) Those who strictly enforce safety rules and regulations, adhere to principles in stopping and correcting the illegal operations, illegal command, find and remove major hidden so as to prevent security incidents, and make a special contribution to the work of safety;
(IV) Those scientifically rescue persons in distress and business property, prevent the spread of the accident, to expand, reduce accident losses, with outstanding contributions.
(V) Those who have the significant results after rationalization safety recommendations were adopted or remarkable effect after promoting scientific and technological achievements.
----Public security defense and the “three defenses”
The affiliated companies of the company perform the fire policy of “prevention first, combining prevention and elimination”, establishing a full-time or part-time security, fire management agencies, formulate a sound public security fire management system, develop contingency plans and conduct regular exercises with the mine rescue team, equipped with a sufficient amount of fire, flood control tool, and develop fire safety measures. The company shall divide the key flood control area, focusing on developing flood control measures.
----Safety file management
Safety file management shall adhere to “realistic, credible, and collective custody” principle. Employee’s safety file shall be kept by the departments responsible for safety and environmental protection of the affiliated company; the important documents shall be collected, organized, archived by the safety and environmental protection department, and put on record at the office, mainly including: employee health records, safety educational records, safety special investment plan, files of special equipment management, major hazard registration, all information on the “three simultaneousness” new, renovation and expansion projects, accident emergency rescue plan and drill records.
